§ 20-453. Governing authority.

  • (a)

    Pursuant to the aforementioned statutory authority, the governing authority of the communications district shall consist of a board of commissioners that shall be composed of seven (7) members, who shall be qualified electors of the parish. Two (2) members of the board of commissioners shall be appointed for terms of two (2) years, three (3) members for terms of three (3) years, and two (2) members for terms of four (4) years, dating from the date of adoption of this article. Thereafter all appointments of the members shall be for terms of four (4) years. Any vacancy in the membership of the board of commissioners occurring by reason of expiration of term, or by reason of death, resignation, or otherwise, shall be filled by the governing authority of the parish.

    (b)

    The governing authority of Cameron Parish shall appoint a resident from each of the six wards and one member at large who is a qualified elector of the parish. Each member shall serve at the pleasure of the governing authority of the parish.

    (c)

    The board of commissioners shall have complete and sole authority to appoint a chairman and any other officers it may deem necessary from among the membership of the commission. A simple majority of the commission membership shall constitute a quorum, and all official action of the commission shall require a quorum.

    (d)

    The board of commissioners shall have the authority to employ such employees, experts and consultants as it may deem necessary to assist the commission in the discharge of its responsibilities to the extent that funds are made available.

    (e)

    The board of commissioners, with the consent and approval of the governing authority of the parish, shall have authority to hire and/or fire the director, and shall designate the duties of the director.
