§ 11-1. Housing authority.

(a)

Findings. The police jury of the parish hereby determines, finds and declares upon its own initiative in pursuance of the Housing Authorities Law of the state that:

(1)

Unsanitary and unsafe inhabited dwelling accommodations exist in the parish; and

(2)

There is a lack of safe and sanitary dwelling accommodations in the parish available to families of low income at rentals they can afford; and

(3)

Slum and blighted areas exist in the parish; and

(4)

There is a need for the housing authority of the parish to function.

(b)

Authorization to transact business, exercise powers. In accordance with the foregoing finding, the housing authority of the parish is authorized to transact business and exercise its powers pursuant to the Housing Authorities Law of the state.
