§ IV. Duty of first member to arrive at engine house.

It shall be the privilege of the member first reaching the engine house to assume command of the company, which he shall retain until the arrival of the proper officer and shall be subject to the same penalties that such officer would be liable to for any neglect of duty or for any other offense.
