§ II. Members' privilege of submitting names of candidates.

Any member shall have the privilege of presenting the name or names of candidates for election which shall, upon the report of the committee of examinations, if favorable, he shall be balloted for, and if not more than three (3) black balls appear against him, he shall be elected.
